【摘要】:Dispositionofaluminum-basedspentnuclearfuelwillinvolve:Removalfromtheexistingstorageortransferfacility,Characterizationortreatment,orboth,ofthefuelortheresultingwasteform,orboth,Placementofthewasteforminacanister,Placementofthecanisterinasafeandenvironmentallysoundinterimstoragefacility,Removalfromtheinterimstoragefacilityandtransporttotherepository,placementinawastecontainer,Emplacementintherepository,andRepositoryclosureandgeologicdisposal.Actionsineachofthesestepsmaysignificantlyimpactthesuccessofanysubsequentstep.Aluminum-basedspentnuclearfuelandthealuminum-basedwasteformsdisplayphysicalandchemicalcharacteristicsthatdiffersignificantlyfromthecharacteristicsofcommercialnuclearfuelsandfromhighlevelradioactivewasteglasses.Forexample,somearehighlyenrichedandmosthaveheterogeneousmicrostructuresthatincludeverysmall,uranium-richparticles.Theimpactofthisdifferenceonrepositoryperformancemustbeevaluatedandunderstood.TheU.S.NuclearRegulatoryCommissionhaslicensingauthorityoverpublicdomaintransportationandrepositorydisposal(andmostoftheinterimdrystorage)ofspentnuclearfuelsandhigh-levelradioactivewasteundertherequirementsestablishedby10CFR60,10CFR71,and10CFR72.Theserequirementsoutlinespecificinformationneedsthatshouldbemetthroughtestprotocols,forexample,thosementionedinthisguide.Theinformationdevelopedfromthetestsdescribedinthisguideisnotmeanttobecomprehensive.However,thetestsdiscussedherewillprovidecorrosionpropertydatatosupportthefollowinginformationneeds.Aknowledgeofthesolubility,leaching,oxidation/reductionreactions,andcorrosionofthewasteformconstituentsin/bytherepositoryenvironment(dryair,moistair,andrepositoryrelevantwater)(see10CFR60.112and135).Aknowledgeoftheeffectsofradiolysisandtemperatureontheoxidation,corrosion,andleachingbehavior(see10CFR60.135).Aknowledgeofthetemperaturedependenceofthesolubilityofwasteformconstituentsplusoxidationandcorrosionproducts(see10CFR60.135).Informationfromlaboratoryexperimentsortechnicalanalyses,orboth,abouttimedependenceoftheinternalconditionofthewastepackage(see10CFR60.143and10CFR72.76).Laboratorydemonstrationsoftheeffectsoftheelectrochemicaldifferencesbetweenthealuminum-basedwasteformandthecandidatepackagingmaterialsongalvaniccorrosion(see10CFR71.43)orthesignificanceofelectricalcontactbetweenthewasteformandthepackagingmaterialsonitemsoutlinedin4.3.1-4.3.4(see10CFR60.135),orboth.Informationontheriskinvolvedinthereceipt,handling,packaging,storage,andretrievalofthewasteforms(see10CFR72.3).Informationonthephysicalandchemicalconditionofthewasteformuponrepositoryplacementsothatitemsoutlinedin4.3.1-4.3.4canbeevaluated(see10CFR60.135).Knowledgeofthedegradationofthewasteformduringinterimstoragesothatoperationalsafetyproblemswithrespecttoitsremovalfromstoragecanbeassessed,ifsuchremovalisnecessary(see10CFR72.123).Knowledgeoftheconditionofthewasteformpriortorepositoryplacementsothatitemsoutlinedin4.3.1-4.3.4areproperlyaddressed(see10CFR60.135).Conditionsexpectedduringeachstageofthedispositionprocessmustbeaddressed.Exposureconditionsanticipatedovertheinterimstoragethroughgeologicdispositionperiodsincludedryandmoistair,andaqueousenvironments.Theairenvironmentsareassociatedwithinterimstorageandtheearlystagesofrepositorystoragewhiletheaqueousenvironmentsariseafterwaterintrusionintotherepositoryhascau......
